THE HUTT CARTEL

HEAD OF STATE: Suprme Mogul Nulla Besadii Gorga (Nulla the merciful)
HEAD OF GOVERNMENT: Grand Hutt Council




HISTORY

The Hutt Empire was an ancient interstellar empire founded by the Hutt species before the formation of the Galactic Republic.

Between the decline of the Infinite Empire and the rise of the Republic, the Hutt Empire was a major power in the galaxy, although its influence was primarily economic; the Hutts generally seemed to regard political or military conquest as less important than control of commerce.

One exception to the above rule was the war against Xim the Despot. During Xim's reign his own empire attempted to vanquish the Hutts and rule the Si'Klaata Cluster, resulting in the Hutt-Xim conflict. However, the Hutt Empire made a pact with the Nikto, Klatooinian and Vodran. This new slave army was crucial to the Hutt victory at the Third Battle of Vontor circa 25,100 BBY which saw the defeat of Xim's War-Robots.

Following the battle, the Treaty of Vontor was signed by the Hutts, Klatooinians, Vodrans, and Nikto. This treaty set the Hutts up as eternal overlords of the three other species and of the Si'Klaata Cluster.

During the Tionese War in 24,000 BBY, the Galactic Republic won its war against the Honorable Union of Desevro & Tion (one of the feuding states that rose from the ashes of Xim's empire a millennium after his death) by using its agents to stir up trouble in Hutt space. However, this only worsened the divide between the Hutts and Tionese.

Around 12,000 BBY, the newly-selected Pius Dea Supreme Chancellor Contispex launched an attack on the Hutt Empire as part of his sect's crusade against "rival alien sects" in the Outer Rim. While this action was popular among most citizens of the Republic due to the Hutts' unpopularity throughout the Galaxy, Contispex soon moved on to target other alien species, resulting in lingering tensions between the Core Worlds and the Outer Rim.

At some point in history, the Hutt Empire collapsed and all that was left became known as the Hutt Space, though the Hutt Kajidics, taken together, were often still referred to as the Hutt Empire, and the Hutts never ceased to be a galactic power. While the Hutts are the ones in power in their empire, it is not uncommon to see members of other species working for them, as the hutts are quite influential around the criminal planets of the galaxy.





Hutt Influence & Opperations
The Hutt Cartel is seen as a criminal alliance of several speices of races made up of several Clans, called "Kajidics" when involved in crime. Other smaller non-Hutt's with sufficient influence are also seen as Kajidics. The word Kajidic is the Hutt term for clans who's "business enterprises" are criminal syndicates, and for the archetypal superclan that is believed destined to eventually rule the galaxy. Separate clans would usually run their own kajidic in competition with other clans'. The kajidics were governed by the Hutt Grand Council, which oversaw their operations, and each kajidic had an appointed leader or varied ranks.

The most powerful Hutt on the Grand Council was appointed as "The Kajidii" for the masculine or "The Lorda" for the feminine a title referring to the leader of The Hutt Cartel as a whole. Normally having to deal with the all round galactic politics, Crime, and be the figure head for the Cartel.

While the Hutt's do deal in crime, they are in fact a government that controls there sector of space. While high ranked official may deal in crime the Black Sun is the top syndicate of Crime that the Hutts Affiliate with.


The Hutts were famous for their ruthlessness and success in the underworld. Many Hutts would ransack innocent ships for their cargo. As masters of the criminal underworld, they would steal, cheat, and murder without hesitation, often hiring smugglers such as Han Solo to transport illegal spice, weapons, or slaves. Gamorreans and Weequay were commonly employed by Hutts. Hutts tended to ensconce themselves in fortresses, often on remote planets, such as Jabba's Palace on Tatooine. These fortresses were filled with mercenaries, bounty hunters, and innumerable other sycophants. Heading a ruthless criminal organization meant extreme competition and complex intrigues. Hutts that got involved with such activity were often killed or arrested. Only the most cunning, like Jabba and Borvo, stayed at the top of the food chain. Some Hutts, like Jabba, had such an influence that they actually controlled entire planets.

Along with Gamorreans and Weequay, Nikto and other ruthless species looking to break into the criminal underworld were common visitors to Hutt palaces. It was well known that no one requested an audience with a Hutt without having something to offer.



~Hutt Grand Council~
The Hutt Ruling Council, also known as the Council of Elders ruled the Hutt species and all of Hutt Space. It was established when the Hutts relocated to Nal Hutta after the Hutt Cataclysms and was the brainchild of the Hutt Budhila Hestilic Amura. The Council was composed only of members of the Clans of the Ancients, those Hutt clans that could trace their lineage to the Hutts' defiled, ancient homeworld of Varl.

The ranks of the Hutt Cartel run along the lines of a monarchy giving the appearance that the Hutt's are still an Empire. Though some believe that only the Hutt Spieces has the titles dude to the Monarchical system. In fact their has been several men and women of other species on the Hutt council. A rodian man could easily become the Viceroy if he had sufficient amounts of wealth. Though the leader of the Hutt Cartel is always a Hutt.

They governed all clans fairly, giving favor to none, and Hutts all over the galaxy abided by their decrees. The decision making process was generally unknown, but it seemed that the most powerful of the kajidics (the Hutt criminal syndicates) held the most authority; thus, the head of the most powerful kajidic was the de facto leader of the Hutt race. The Council met in the Hutt Council Chamber, the location of which varied throughout its history

HUTT SPACE

The Hutt Ruling Council controlled the region. It was considered a lawless expanse within the Outer Rim Territories that was controlled by the most powerful and corrupt of Hutt clans. This meant it held an infamous reputation due to the widespread smuggling, piracy and open criminal activity.

The heart of the region contained the Bootana Hutta, the "Garden of Hutts", an area containing the various Kajidic throneworlds. Even in the Empire's days, this area remained secretive to outsiders, who knew it only through rumors.




IMPORTANT LOCATIONS



NAL HUTTA

REGiON : Hutt Space | System: Y'Toub

Nal Hutta (Glorious Jewel in Huttese), also known simply as Hutta, was the capital of Hutt Space and was located in the Y'Toub system. The planet was originally a lush jungle world with vast oceans, though the Hutts eventually transformed it into a polluted and barren wasteland.

NAR SHADDAA

REGION : Hutt Space | SYSTEM : Y'Toub

Nar Shaddaa was the largest moon of Nal Hutta. Nar Shaddaa was similar to Coruscant in that its surface was entirely overgrown with city sprawl for millennia. But unlike Coruscant—which was only relatively rundown and dangerous on the lower and under levels of the world city—Nar Shaddaa was filthy, polluted, and infested with crime everywhere.

RORAK IV

REGION : Hutt Space | SYSTEM : Rorak

Rorak IV is an industrial world that was home to the largest slave market in Hutt Space. It was located between Nal Hutta and Diyu on the Shag Pabol trade route. In orbit above the planet was Rorak 5, a space station where Hutt clan leaders, pirates and occasionally even legitimate traders would meet.

DA SOOCHA

REGION : Hutt Space | SYSTEM : Cyrax

Da Soocha V, also known as the Pinnacle Moon, was the fifth moon of Da Soocha in the uncharted Cyax system, located within Hutt Space. The Hutts held the star Cyax in high esteem, though they never explored the system it was located in.

Ryloth

REGION : Hutt Space | SYSTEM : Ryloth

Ryloth was the harsh, rocky homeworld of the Twi'leks. The slave trade had been an everyday part of life on Ryloth for millennia. Another major export of Ryloth, and the product which sustained its early trade, was the mineral known as ryll, a potent spice, discovered in 4800 BBY.

Nar Kreeta

REGION : Hutt Space | SYSTEM : Nar Kreeta

Nar Kreeta was a Hutt colony and major trade world, located at the nexus of the Pabol Kreeta and Pabol Sleheyron. Nar Kreeta featured a rocky landscape with mountains and canyons alongside large deserts and aquamarine seas.

IMPORTANT NON-PLAYABLE CHARACTERS



Nulla Besadii Gorga

Position :Suprme Mogul

At the height of his power, "Nulla the hutt" was one of the most powerful crime lords in the galaxy, having gained great prestige as well as command of the entire Hutt Council. Nulla was described best as a typical Hutt, he was greedy, malicious, pragmatic, and adept at bending others to his will. He was also prideful, and he collected things like trophies and trinkets as reminders of his power. He also enjoyed cruelty, in the form of torture, executions, and subjugation (as with the case of his palace).

Kossi Anjiliac Barre

POSITION : Kajidii of the Anjillac clan

Already considered an elder Hutt by the beginning of the Great Sith Wars, he seemed to have enough power in his kajidic that he became the clan's kajidii nearly 45 years before the wars began. It was said that he also had a smoking habit and thus carried with him a cigarette-type Hookah. Kossi was a money watching and scheming Hutt of the Hutt Council. He was fully aware of the scheming nature that the Hutts took deep pride in. Gorga ably accounted for skimming along with outright theft while ensuring the criminal enterprise remained able to thrive.

Zorba Desillijic Tiure

Position : Accountant of the GHC

Zorba was unlike most Hutts in that he did not relish being in charge of criminal operations, and he often shunned power—for the almost 600 years he spent as leader of Desilijic clan, he was never really interested in running the clan and the family business. Despite this, he was an iron-fisted ruler, and he did not allow any attempts to usurp him to succeed. Zorba was something of an entrepreneur, and he was a Hutt full of ideas.

INTERGALACTIC RELATIONS WITH THE HUTTS


Relations between Galactic Factions & the Hutts



The Galactic Republic

Relations with the Galactic Republic were typically strained, as this area served as a base for much of the criminal enterprise in the galaxy. The economic and strategic benefits of their relationship often encouraged both sides to compromise however.



The Jedi Order

Their relationship with the Jedi Order were less cordial, with Jedi Padawan Naat Reath stating that Hutts had no love for Jedi. This was mostly due to the nature of a Jedi’s work. The criminals they hunted would often flee into Hutt Space and the Hutts would be forced to deal with the imposition of a law enforcement official in their territory who they could neither bribe nor kill without consequence. However in practice the Jedi normally tried hard to avoid antagonizing the Hutts any more than they had to, standard operating procedure was to keep their presence very quiet or announce their presence to the local Hutt leader before proceeding. Though Hutts did not like Jedi messing with their affairs, some would find their presence an amusement or an opportunity, and many were eager to help them finish their business quickly and leave.
